Luis joined 100 Resilient Cities after graduating with an MA in European Political & Public Administration studies from the Collège d'Europe in Bruges. During his studies, Luis was a public sector consultant with Accenture, working with the European Center for Government Transformation (ECGT) and the Municipality of Barcelona on projects related to micro-distribution of services, reduction of emissions and innovation of public and mobility services. Working in accordance with European Union legislation and funds, including Horizon 2020 and the SMEs instrument, he and his team won the Public Service Innovation Award 2015. He currently follows an Executive Education program at the London School of Economics & Political Science (LSE).
